Try phoning the consulate? The contact number is on the site. Get a local speaker to assist you if you can't speak the relevant language.

Assuming you are Australian travelling from Australia.....

As soon as you leave Thailand you are stamped out thereby stopping the 90 day reporting requirement.

When you return, your reentry permit starts the 90 day clock again.

Depends which country you apply for in the first instance. Each has its own refusal rate.... Lithuania has one of the highest acceptance rates.
