They won't issue a driver's license on your pink ID card. Must be passport.

You need the housebook before you can apply for the pink ID.

depending on the country you are from, you might be able to use an income declaration from your embassy instead of money in the bank

You need to have the mandatory PoRoBo insurance. One of the documents of that insurance is meant to be handed over to the civil servant handling your tax payment.
