Why are immigration officers checking foreign residents' passports in Ubon Ratchathani?

I've been here nearly 2 decades...came across several police on Sukhumvit Soi 11 the other night asking to see foreigners passports. I offered mine but they were not interested....mostly checking backpackers.

Thai baht or other currencies are fine....but must be CA$H. There are NO ATM machines before you reach Immigration.
