A lot of countries do not specify a limit for tourists, but as soon as you register as a citizen having an address, most countries have a limit.

It is quite obvious you need visa information to control borders, and besides, there are people reporting immigration did kniw they had DTV visa without showing it, so they have acces to relevant MFA data.

check out is optional to fill in, a new check in at another house/hotel will end the previous one.

When you stay at another place, they have to do TM30 for you, and that automatically ends the TM30 of your previous address. How do you think immigration would know you did return to the previous address?

The fact that Immigration is from a different ministry is irrelevant, it is up to Immigration to do border control.
