Maria Fredriksson surprisingly, yes. But for Australians and maybe New Zealanders as well as they allow Thais that possibility in those countries

I would have him contact the consular affairs at the embassy in Canberra. If such a program does exist for Thailand, chances are that he'll have to apply from his home country.
