No, haven't heard anything. You probably mean Japanese nationals not successful at the embassy/consulates in Japan though. It's possible, but then it's not Japanese nationals being targeted, just the embassy/consulates being picky.

 The approval e-mail contains the e-visa PDF as an attachment anyway.
