When I was collecting my cat at BKK the airline had someone waiting for me just off the plane to tell me where to go. I wish I had insisted he accompany me as a whole load of miscommunications and language issues ensued when I got to the livestock office. Having a Thai speaker with you will ease a lot of stress. I had to pay one set of fees in that office then again at customs on exiting baggage reclaim. Good luck!! 😸

I did it through the Liverpool Consulate, really helpful and easy but obviously a long way to travel if you're already in Thailand!
