The NEW stamp "under consideration report back July 30" is only on the receipt, not in her passport. Is the re-entry stamp that she purchased today still valid for her current situation or is it possible that immigration may have incorrectly given her the re-entry? She plans to leave tomorrow and come back after 3 days.

Yes, at our local immigration in Ratchaburi. There's more paperwork involved than doing it outside of the country. You need a police check, original degree and transcript authenticated at your embassy then certified at the Ministry of Labour, a letter from your local education office (which itself requires a large collection of paperwork detailing all sorts information from your employer - school licence, tax information, copy of director's personal ID, teaching schedule, etc...), at least 15 days left on your tourist visa, along with other supporting documents. You can get a checklist from immigration and your local education office for all of this, but unless your employer is super competent, it can be difficult.

I got in at 10pm on Friday. Took less than 10 mins to get through. Luck of the draw I guess...

Everytime I've been to 3 pagodas pass it hasn't been open to foreigners. But you're correct about Phu Nam Ron. Can definitely do a 30 day visa exemption there.
