Everytime I've been to 3 pagodas pass it hasn't been open to foreigners. But you're correct about Phu Nam Ron. Can definitely do a 30 day visa exemption there.

A person named Whatchara Kongtaen posted that they do a visa run to Kanchanaburi from Bangkok in the BANGKOK EXPATS CLASSIFIEDS FORUM.

I thought they were going to three pagodaz pass but I dunno. Sorry.

They may be going to a border called phu naam ron, which is closer to Kan, and bangkok. I read a 2006 post that said its a day pass system at 3 pagoda pass in Sangkhlaburi.

it is possible to do that at the border past Kanchanaburi. Keep in mind that there is a limit of TWO 30 day visa exempt entries by land in a calendar year though.
