You have a multi entry visa, there is no prob with your pattern of travel. Don't worry, the recent changes are focused on those without a visa.

Is it easier to apply for the DTV visa from Vietnam instead of Kuala Lumpur, and do I need to withdraw my application?

You need to wait until KL cancels/rejects your application then apply elsewhere. No refund given, KL is infamous for being the strictest embassy to give DTV approval, All other SE Asian countries are easier, Vietnam, Indonesia, Laos, Manill. Cambodia also but a 4-6 week wait.
