You can download the forms from the Embassy site. They don’t do the fingerprinting. You have to go to the RCMP or a commissionaire. You can find them online and make an appointment. They do these all the time so they will know how to fill out the forms correctly. You pay for it online and send the forms to the Thai police in Bangkok. Use a courier service or it will take months instead of weeks. Pay the premium and they will mail it back priority. I think it took about a month end to end.

RCMP does the fingerprinting or you can go to a commissionaire. You can make an appointment online.

You can download the police clearance documents from the Thai Consulate site in Vancouver or the Embassy in Ottawa. Fill out the forms and go to a commissionaire to have your signature validated and your fingerprints taken for the form. Pay the extra and they will send it back priority. You pay all the fees online. Just read and follow the instructions carefully, they're a bit confusing.
