Yes. This is normal to protect the building against damages caused by the contractor. In my case, the contractors have assumed the responsibility for deposit payment and refund. Contractors must be approved by my building so that could be one reason for that. Nonetheless, 30k seems very high

I believe you'd need the approved visa, not just the application form.

I raised my daughter in Thailand from ages 2-12. While I had a Non B visa, she had a dependent visa (and attended school). Maybe things have changed but she never had to get an ED visa.
