not from most Embassys eg the UK while on a tourist visa it's a NO cannot do. It has everything to do with 90 day reports, because if you aren't doing them you aren't on a visa where immigration (Bangkok) will issue a residence certificate

Without a residence certificate, he won't be getting a licence in Bangkok from a driving school. No 90 day reports = no residence cert.

Good option if in southern Thailand, not so good if in Pattaya or Northern Thailand. It depends on where you are...
