My experience, going through the same process but in Bangkok was...

Submit non-o application, with more than 15 days remaining on current stamp and pay 2000THB.

Passport returned that day, no change in stamp but a blue receipt, stamped with a date to return (roughly 2 weeks time)

A week after the application was submitted, I received a phone call from immigration, confirming my availability for a home visit the following day.

Home visit, mini-interview with the IO, conversations with some of the staff at my condo, and photos.

Returned to the IO as per the date on the blue slip. Stamped in for 90 days, from application.

Yes, to 90 day reporting.

that's the normal 'under consideration stamp', return to that office for the remaining additional days to be added, giving you a total of 60

Alternatively, arrive here on the free 30 day visa exemption and apply to change to a Non-o retirement from that. Remember to submit your Non-o application while you still have more than 15 days on your stamp.

Regarding needing a 'flight out of Thailand' book a cheap refundable flight to a neighbouring country and then obtain a refund, once you are here.

Visa on Arrival isn't an option as you aren't from an eligible country.

Your choice is

Visa Exemption (you get on arrival) 30 days plus 30 when extended. Total 60 days

Tourist Visa 60 days plus 30 if extended.

Total 90 days

You don't need to show booked accommodation for the full duration of your stay

Come on the the visa exemption and extend that once in Thailand for a further 30 days 1900THB

no tourist visa is 30 days. If he gets a tourist Visa he will get 60 days
