What should my friend do if their payment for a visa application in Hanoi keeps failing?

I had problem with cc also in Hanoi. It didn't respond one way or the other after i tried to submit payment. I was afraid if I tried to pay again I'd be charged twice. I contacted my bank and they said visa blocked charge bc overseas. The bank overrode the block, I resubmitted and received email payment confirmation. You may want to contact your cc company to see if they are seeing the charge attempt on your account.
