 - You are correct. Your friend’s visa should look the same as her husband’s. Non-Immigrant O is literally a different type of visa that can be offered for retirees, volunteers, dependents of others with an O (hence why I asked about her husband’s visa), and family members of Thai nationals (usually foreign spouse of Thai national).

The Maldives does not have a Thai consulate. Maldives citizens apply via the consulate in Sri Lanka. According to that consulate's webpage, it sounds like only residents/citizens of Sri Lanka/Maldives can apply via that consulate.
