it’s about if the embassy feels responsible for you or not. And they only are, if you live in “their” jurisdiction

Unfortunately that’s incorrect. At least the Thai embassies in Europe request proof of residency. Citizenship in those countries is not enough :(

Jakarta visa form asks for this gurantor. Also, which category to select? Tourist? DTV is not on the form. And if you apply through soft power like medical appointment, will you check tourism as purpose of visit or select “other” and put in medical purpose?

Yes, search this group, there have already been successful reports out of Vientiane, Hanoi and other places.

According to two interviews that Naruchai Ninnad from the Dept. of Consular affairs gave, the only time that you have to show documentation about the purpose of your stay after the successful DTV application again is, when you want to extend a 180 day period at an immigration office inside Thailand.
