Forget to mention, but Hungary (Budapest). I assume they are quick, because they accept e-visa application only from the following countries:

Hungary

Croatia

Bosnia and Herzegovina

Montenegro

Kosovo

Before the application I sent them an email with my questions (and 3 another email) and had to call them 2 times to get a response. It took about 6 business days in total. So they had information about me already, even before I applied.
