lucky? I live here and most my friends are locals and most immigration officers I’ve meet have decent English I have both immigration police and regular Thai police as close friends

I talked to a immigration officer and he said they are looking into those that use these 60 days visa exempt as a way to stay long term in Thailand and doing border runs.. if they see your travels are more in and out frequently and obviously a tourist they don’t mind! But he also said it’s up to the immigration officer to make that judgement and you might get refused next time

Yes, there are fines for being late with your 90-day report in Thailand; a standard fine of 2,000 Baht is applied if the report is submitted more than 7 days late, and this can increase to a 5,000 Baht fine if the foreigner is arrested for the violation. You have a reporting window of 15 days before and 7 days after your due date to submit the report.
