Can I apply for the DTV visa online from Ho Chi Minh, or do I need to visit the embassy in person?

You can only do online applications no matter where you are in the world. They stopped in person application at the start of this year. It takes a long time because there are a lot of applications to be reviewed by officers. You must physically be present in the country you apply and stay until approved.
