For info, I contacted Emirates about this, this is what they said:

All passengers arriving in Dubai from any destination, including passengers connecting in Dubai, must have a negative COVID-19 PCR test certificate to be accepted on the flight. The test must be taken a maximum of 96 hours before departure. This excludes children under the age of 12 and passengers who have a moderate or severe disability.

So IMO it's likely the case elsewhere too.

My flight with Emirates requires it. I'm not sure why because my final destination (France) doesn't. So must be because I stop in Dubai.

yes arrival at bkk, but if you leave it's not their problem anymore. So I doubt it's open for all..

Emirates not flying atm. If yr basing yrself on their flight "availability" on their booking page, I wouldn't be too sure... They where taking bookings for July in June still..until they decided not to resume operating them...and they didn't add BKK yet to their destination update.. just saying..
