 I believe it's ON or before, not before. He can leave ON the 13th and he can also apply for an extension ON the 13th, if the immigration office is open on a Saturday.

Update, no problem, in and out in 15 mins at MTT. Visa exempt. Under consideration stamp 28th. They told me 60 days from 29th.
