visa prices are the same as before. An imaginery "changeover" fee that can't be published is the extra agent fee you are suggesting.

There is no extra agent fees and never has been except the actual immigration facing agents that hold people's hand at immigration.

All the schools charge what they were charging pre COVID, just have to accept the convenience changeover fee.

If you get your initial education visa outside Thailand, the price is normal.

There's never been a 25k one year visa option in the 12 years I have been in Chiang Mai.

Depends on how much you pay? If it's as they are claiming, it's not legit!

If it's before the enter before date, you should be able to leave and comeback and get another year when you enter.

Don't lock in one place to quickly!

Take 2 years to rent in 4-6 locations around the city. You will learn the pros and cons of each. If you find a location perfect, if not, use another year. You need to find out what groups and people you like and places you enjoy to spend your time. Driving a car in certain locations causes grief and heartache, but is essential in others. Give me the 100k you save on buying a second house in a better location than the first as a thank you.

Make a number what you're prepared to pay put it on the counter and see if they take it. Otherwise go elsewhere.
