What should my friend do after being refused a sixth tourist visa by the Laos embassy for Thailand?

Had a friend with 5 thai tourist visas (2 new york, 3 laos) refused his 6th visa on laos embassy without a chance to proof docs when he meets all requirements. Apparently told he can apply for any except tourist visa and embassy refuses to talk. Any suggestions?
