Do I need to file a 90-day report before moving from Bangkok to Udon Thani?

I’ve lived in Bangkok for 22 years. On July 13 I returned to Bangkok from a one month trip to the United States. Next Friday, on the 24th, I’m moving to Udon Thani. Must I file a 90 day report here before I go? I should note the 90 day report is never simple for me because my current condo owner won’t file a TM30. He’s trying to avoid taxes of some sort I think. Thank you.
