Yes. Visas need to be applied for outside of Thailand, but extensions on that visa will be granted (forever?), as long as you meet the requirements. So you don't have to leave to get a new visa every year unless you want or need to change your visa category.

Lucky you - very easygoing district office. Would get the yellow book as soon as you can, before they change their minds about the requirements ;)

Oh no about the police clearance :/ Mine didn't ask for that.

The other things I needed too. Witnesses + Blue Book is no problem. Passport copy + embassy stamp + translation + MFA stamp was a bit of a pain to get done, but it's a straight forward process.

Good luck with it! Took me over 10 years to get around to it 😅

what are they asking for? Just got mine and the only annoying thing was the passport translation. Once I got that, the process was surprisingly smooth.

I didn't get a re-entry permit but was confused by the terminology as well 😅 last few times I got it right at the airport within a few minutes before heading out of Thailand

what's an ME visa? I got an extension. But was surprised too that afternoon was quicker than the two previous years, when I went there even before it opened.

For Non O based on Thai Husband the hand drawn map has been a requirement for years (Bangkok). I got my queue number at 1:30pm today and was finished by 3:30pm... Two hours for the whole process, pretty happy with that.

That's right, assuming she applies for Thai citizenship for the baby and meets the financial requirements. Not sure how easy / difficult it is to get Thai citizenship for the baby, as she isn't married to her Thai partner yet.
