"The Cambodia government believes this to be passport holders" as far as I understand is your interpretation. I do not see this stated there. On the contrary, the next line,

"- This does not apply to nationals and residents of Cambodia" implies its referring to travelers arriving from these places independent of nationality, not passport holders.

This source is entirely ambiguous about my question. Thanks though.

Lol. These are the blacklisted passports by Cambodia. I'm American.
