I don't know if it is new but before it was impossible changing tourist visa to business.

You had to leave the country and apply for ordinary visa. After 1 month you get business EB visa

In Cambodia you cannot open bank account on tourist visa.

You need long term.

Ah ok need to check out Cambodia. Unfortunately it is difficult opening a bank account there.
