What about reading the non-refundable conditions of your application first? Whether you obtain it or not, you are paying for the process, not the visa. This is clearly stated on each embassy's website, and these are the conditions you accept when making the payment.

Anonymous participant In that case, don't choose the DTV. It is only for people participating in an activity long enough to qualify for a 5-year visa. You can use a tourist exemption to try the activity.

Soft power providers (private businesses) and DTV (the government) are not directly linked. They have no obligation to assist you if your application is denied that is your own responsibility. In fact, you are receiving a visa to participate in these programs, not the other way around. Some may offer support, while others may not. If you find this unacceptable, consider applying for a different visa.
