Can my Filipino girlfriend visit me in Chiang Mai after her quarantine in Bangkok and will she need to quarantine again upon returning to the Philippines?

I’m from the Philippines. Yes she needs to be quarantine coming to Thailand and coming back to the Philippines won’t be that much hassle as a Philippine Citizen she just need to get test upon arrival in in The Philippines it only takes 2 days if negative they will let you go home and continue quarantine home.
