you can also join some facebook groups that are specific to Cambodian visas. Those, for sure, are more up to date. Just sharing my experience from 2 months ago.
Philippine passport holders do not need evisa. We are ASEAN so we enjoy visa exempt for upto 30 days. I flew to Cambodia from Bangkok in february of this year and didnt apply for evisa.
