Can I open a bank account in Thailand on a tourist visa, and how?

Bangkok Bank in Central Pattaya mall does it, just need the residence certificate from immigration, passport, drivers license. Just got one a couple weeks ago.

I opened one at Bangkok Bank in Central Pattaya Mall. No questions asked, just filled out the forms and showed my documents, surpringly simple, 400 THB for the ATM card, in and out in 90 minutes with a 30 minute wait late afternoon on a Friday
