It means your experience will vary considerably depending where you are. I'm in Korat and find the vast majority of Thais honest and genuine. Obviously if you're somewhere full of expats and tourists then it's going to to be a different matter.

I'm in Korat and my experience is Thais are generally honest, probably more so than westerners.

Given your specific requirements, Thailand isn't for you. "high level of spoken English" limits you to all the places you don't like. Otherwise I could suggest several places. Don't be so lazy and learn some basic Thai.
