that's right. Foreigners can buy condo as long as the project has foreigner quota left. It's about 49% foreigner and 51% thai ownership if i remember correctly. The reason is no one actually owns the condo even if its your name on the deed. Its "co-owned" with the developer
be sure to get that in writing. They dont always work in sync between embassies/consulates and immigration in thailand. You mentioned you have a son here so you probably have some kinds of experience already

it's a cafe like what you usually see but they put pets in the cafe so the customers can play with them. For example, you can play with dog or cat in the cafe. I myself never go there due to the concerns about hygiene. I have cats at home and their hairs are everywhere!
