Thanks for your comments but trust me. If you apply at a consulate in your home country you neither need a thai insurance nor an approval. Myself and many friends from Europe have done it this way
When you apply for the visa in your home country you do not need a Thai insurance, only if you apply for an extension at an immigration office in Thailand you need a Thai insurance
