I came 7 years ago and in 2 years I met a lot of cashiers and techies in several banks and branches because of what I do. I remember that most of banks wouldnt just open you an account like that on a TR visa.

If we are talking about an official document validated by any law recognized entidy, that reiterate where is your official address for the purposes of opening a bank account, then yes, you can get it on the Police station or immigration, giving you bring your rental contract to make proof of it and copy of landlord ID with sig.
ANY bank will accept this document has a "certificate of residency".
Don't know whats your definition or maybe Im just too ignorant to know that there are other classes of certificates of residency and you are talking about something else... but I got asked for this "certificate of residency" for my drone comercial pilot license, insurances and bank account. And I got it in Krabi Police station. Paper had police logo on it and everything! 😉
So now you got me confused, dont know if i should believe in my experience in living here or belive in someone that just says its impossible. 😶

you do need a certificate from embassy or from police, that states you live in that specific address. This for Bkk bank. But its free at Police station. Any TR or short term visa will do.
I dont know anyone here with TR with any bank except Bangkok. All others need some sort of long term visa. Unless all this has changed from
Wise is enough for small time transfers. Big ones your account gets flagged and they terminate with no good excuse. Until 3 years ago their fraud systems would look to THB transfers with high degree of reluctance. I used until last year. Now they only have EUR/GBP to THB... BUT it's indeed the lowest and fastest way of transfer (they use Bangkok Bank has intermediate to send THB)
