A number of people have said that the following works ... upload the photo to Facebook. Then save it from Facebook. Then use this resaved version. I'm told that it resizes just right.

ok i have the answer : we are both right in a way. The embassy doesn't require covid pcr test BUT some airlines DO! So that one depends on your airline.
