Thanks for your response. I'm back from my trip and it was doable from the UT airport with a van shuttle directly to the bridge, a cheap (35thb) bus bridge & then a rideshare into Vientiane proper. Return was a bit more complicated but manageable. (The van shuttle isn't direct to the airport so need to allow extra time for other passengers dropping off in the city) at any rate, hope this thread is helpful for others. I'll leave it up. Thanks!

Yes, thank you! Expecting to pay for VOA and transport. Just so many moving pieces to navigate this trip which my employer thinks is "the easiest" . Ha. Nothing easy or cheap about it! 🙃🙂
I got the exact same results and I waited for HOURS when I went on Tuesday so I assure you it doesn't matter about the "minions". I even asked the counter person why it's not the automatic 60 days like some others are getting and she said something to the effect of "My supervisor said we are doing it this way" a non-answer but at least there was a supervisor involved. 🙃
