I think you misunderstood me. The hotel is legally responsible for filing the TM30 with immigration not giving it to the guest. If they don't I was suggesting maybe going to the police or immigration to force the hotel to do its duty.

I don't know and have never had the problem. Maybe go to the local police station or to immigration maybe. I do know friends with resorts who have been audited for compliance.

Pre existing means a condition you’ve had before and could possibly have again. Think chronic conditions not broken bones. Arthritis, heart issues, diabetes, cancer that you recovered from, etc, Have you never had to deal with this on a health insurance level? It’s quite common.
