Nick MuayPlam Of course, there can always be exceptions. But after living here for 15 years and having owned and rented that would be my advice. At least take the advice of several other posters and come here and rent to start with. Only then can you really know what it's like and make an informed decision.

Is it normal for hotels in Thailand to charge for issuing a TM30?

I think you misunderstood me. The hotel is legally responsible for filing the TM30 with immigration not giving it to the guest. If they don't I was suggesting maybe going to the police or immigration to force the hotel to do its duty.

I don't know and have never had the problem. Maybe go to the local police station or to immigration maybe. I do know friends with resorts who have been audited for compliance.
