Not true - they haven’t implemented Evisa yet.

Do I need to be in the US to apply for a DTV Visa if I'm currently traveling?

You can apply at most (all?) thai embassies but they must be outside of Thailand. So you could head to KL and apply there. Doesn’t have to be the country of your passport.
