I had the same problem, tried my other cards and 3rd try was accepted. 1st was credit card, 2nd was debit, 3rd was debit card from another bank 🤔

Anonymous participant hi there! Do you mind if I ask if your filipina girlfriend have residency there in Cambodia, or is she under tourist visa but was able to apply in Phnom Penh?

Thanks in advance! I hold philippine passport and Ho chi minh didnt accept my DTV application. Would prefer not to go back to Manila just to apply 🥲
