, as i say by Thai immigration law you can do that any time between 45 days prior. Some take 30 days, depends on immigration. Don’t mix up the 90 days report with Visa renewal...

renewing Visa has noting to do with 90 days, it is only (depending on your immigration bureau) 30 till 45 days prior possible.

Is the O-A Retirement Visa always valid for 1 year regardless of the stay duration mentioned in the application?

If you have a OA visa it is valid for one year. By the renewal your visa will be extended only as long as your insurance is! You only need C 19 insurance to enter Th.
