Your landlord or you need to file a TM30 within 24 hours of your arriving at the rental villa. After being in Thailand for 90 days you will need to file a TM47. At that time since it is the first time since being back in Thailand they will most likely ask to see proof of a TM30 being filed also.

If you simply went to the Thai Ministry of Foreign Affair's website for Thailand Pass (you can find by Googleing) you can see for yourself there is a 72 hour window for arrival time. Google is your friend.

Honorary consulates are no longer allowed to issue visas. Visas are issued by embassies and consulates only now. Most countries you must use the new eVisa system. That is why Hull is not mentioned.

If you find the right branch proof of residence is not needed. Any long term visa should do. Many branches do not want to deal with foreigners. Try Kasikorn for a friendlier experience. Shop branches until you get one that wants your account.
