The TDAC is completed for every arrival. It's an arrival card.

TDAC is free and completed no earlier than 72 hours. So between 72 hours and landing, because there are desks where you can complete it at the airport in thailand. It is much better to do before you fly.

it does matter. One is an entry exempt of any visa the other is something relevant to a few countries, who must pay for a visa when they enter : Visa On Arrival. 2 different things.
