Please do not pass your message on to Thai PM, his cabinet or the Thai Immigration authorities. They have made it very plain that Thailand does not want backpackers. Thailand wants the ultra rich tourists and business people to come. Not cheap and dirty (their words not mine) backpakers who want to holiday on the cheap.

I just went to the Police HQ complex in Bangkok and showed my passport. They took my fingerprints and 20 minutes later gave me the report.

It is better for the visa agent to take the English translation to the ministry because they are well known to the staff there and their translations are trusted by the Ministry staaff. sure, you can take it yourself, but expect out of the normal scruteny.

OK. I took my Thai Marriage Certificate to a visa agent. They had it tranlated into english (500 thb) and then they took it to the Thai ministry who stamped the translation (cost, soory I forget). That would be your first step.

I do not understaand your question. My Thai marriage certificate has been translated into English with a stamp from Thai Government. That is accepted and recognised in Australia.

Correct. International Drivers permit is not a licence in itself. All it does is translate your national licence into English. If your national licence isin English that is all that is needed for Thai authorities to issue you a Thai licence.
