There is a company called Dee Money in bangkok which does it. I havnt tried them myself because they had a lot complaints last year. Apparently they are resolved now. They have a storefront on Sukhumvit so I guess its legit.

Alternatively you could buy bitcoin from an exchange in thailand and send it to am exchange which pays out to bank in your destination country

thats my understanding as well that you can convert tourist to Non B but not vice versa. One poster stated that amnesty cannot be converted and if so they are illegal backdoor deals. Ive heard otherwise but cannot say for sure conclusively.
