Firstly, why use an agency in the first place? Pay them to push paper for you. If your documents are ok, you are perfectly fine without any agency’s “help”.

Then you guys failed twice via agency, you don’t blame them and consider using them again? They obviously don’t know what they doing.

If you don’t mind, staying in south east Asia during the process, you can apply in Laos, but the waiting time has increased a lot.

how does he get a pension? He lives from rental income, that’s clearly not a pension. Also, for pensionaries there is NON O and NON OA based on retirement.

Does one not have to apply for the extension of stay 1 month before the actual visa expires? Then get the “under consideration” inked in first, later pick up the new extension of stay shortly before the present visa expires

Try it in a branch or shopping mall, where foreigners are seen frequently. Those bank officers have more experience.

You can claim that you want to buy a property and need the account to transfer funds from abroad. A purchase contract would help to confirm that story, whereas it doesn’t need to be genuine.
