He suggested that a condition be introduced, stipulating that foreigners who have already stayed in Thailand for 180 days should be ineligible for the DTV visa.

I think they know your application isn’t legit, being on a retirement visa and switching to DTV is a red flag and mostly done to avoid the 800,000 baht deposit requirement etc - most embassy and immigration are aware of people trying to switch to the DTV from other visa class
