not always. I can use my Korean bank native app to get cash at any SCB ATM without using any physical card, and without the 220 baht fee (they charge other things, tho). They're partnered. And I'm assume many other banks from many other countries have also similar partnerships.
you can use scan by going to any kasikorn exchange booth and top up an app that allows u to scan, there are other ways to transfer money without a bank like I said u can go to atm and take out cash if u have bitcoin.

been here since before you even knew where thailand was on the map! You can sign up to most apps including true money with just your passport dont need any other document youve been given bad info, why is that not a good solution?
go any bank bro. easy to open. they will deny at first with big smile on thier face. mention to them that you had a spoken with customer support and they allowed opening why bank staff refusing my friend threatened them to post abt this on social media they open his account for 500 baht deposit. scb bank and bangkok bank is best to go for
try TTB, But only with TM30 and with contract ready in advanced. If you have valid work permit from previous visa it much better, but try even without.
It is very difficult to open bank accounts as a foreigner in Thailand these days without certain visas. The DTV is not one of those visas. You have 2 options basically 1) Go branch to branch and eventually if very lucky you may get an account 2) pay a fee to an agent but even that is difficult these days
